		Author  KENT S. SCHEIDEGGER is the Legal Director of the Criminal Justice Legal Foundation. His articles on criminal and constitutional law have been published in law review, national legal publications, and the Congressional Record. Legal arguments authored by Mr. Scheidegger have been cited and incorporated in several precedent-setting United States Supreme Court decisions.
		Introduction - Part I  JAMES Q. WILSON is the James Collins Professor of Management at the University of California Los Angeles. He is the author or coauthor of thirteen books and has edited or contributed to several others on the subjects of crime, human behavior, and public policy. An award winning scholar, Dr. Wilson has headed or served on a number of national commissions concerned with crime and public policy.
		Introduction - Part II  GEORGE L. KELLING is a Criminal Justice professor at Northeastern University and a fellow in the Program of Criminal Justice in the Kennedy School of Government at Harvard University. He is also the President of the St. Germain Group Inc. A former probation officer, Dr. Kelling has published extensively on the subjects of police policy and crime prevention.
